The organization was formed to seek improvements in health, education, and other areas of human welfare through the provision of consultation and technical assistance to local and statewide citizen groups and organizations. To provide services that will address identified needs of low income and/or at risk populations; and such purposes related to the mission as determined by the board of directors. Substantially all of the income is received from federal, state, and local grants, and is restricted to use for these services.
