Jotf seeks to integrate workforce development with economic and community development, and to respond to the workforce needs of both employers and job seekers. Jotf achieves these aims through advocacy, program development, public education, and research.

In may 2020, jotf established the community bail fund for baltimore city to provide bail payments for eligible residents represented by the maryland office of the public defender. Jotf is reimbursed if the bailrecipient attends the scheduled court hearing and the money is applied to a future bail payment as the program continues.
