The Foundation supports the St. Louis County Library by generating private resources and promoting reading and literacy. This is accomplished through programs which give free books to preschool-aged and disadvantaged children, through the read St. Louis program, which is a city-County wide reading initiative, and by bringing in major authors to speak about their works.

A goal of the foundation is to enrich the library's educational mission by bringing communities together and providing equal opportunities to learn. E-pop up library, launched in june 2024, is a collection of popular ebooks and eaudiobooks accessible to anyone who scans a QR code in our community. There were 1,927 circulations in 2024.
