Community-based development provides services that creates jobs for low income communities and save jobs by helping stabilize communities and assist businesses that are at risk to avert plant closures. We promote worker ownership as a means to improve job quality and help low income individuals accrue wealth.

Promote home care cooperatives as a means to improve the quality of home care jobs and create pathways for home care workers to accumulate weath. Ica developed and manages elevate, an network of home care cooperatives. Once established, elevate will launch as a cooperative of cooperatives.
