He is the founder and president of the Leadership Institute, a non-partisan educational foundation he established in 1979 to train conservatives for success in politics, government, and media.

Blackwell has trained hundreds of thousands of students and is known for his extensive career in conservative politics, including serving as Special Assistant to President Ronald Reagan from 1981 to 1984. He has also served as Virginia's Republican National Committeeman since 1988 and is recognized for authoring "The Laws of the Public Policy Process."
