Andrew W. Carter served as President and Chief Executive Officer of the Hospital and Healthsystem Association of Pennsylvania (HAP) from December 2012 until his retirement in June 2023.
Carter brought over 40 years of career experience in government, business, and advocacy, including a 10+ year tenure at HAP. Prior to leading HAP, he was President and CEO of the Washington DC–based Visiting Nurse Associations of America since 2007.
He holds a master of public policy degree from Harvard University's Kennedy School of Government and a BA in American government from Georgetown University.
