Case evaluation & placement & administration -- evaluate cases of pro se appellants before the U.S. Court of appeals for veterans claims and potential discharge upgrade cases for submission to respective discharge review and correction of records boards for merit and place cases with program-trained, volunteer attorneys.
Direct representation -- represent appellants before the U.S. Court of appeals for veterans claims and various discharge review boards when appeals generally present complex legal issues or appear as a substitute counsel when the volunteer lawyer unexpectedly is unable to continue providing representation.
Outreach & education -- recruit, train, and support pro bono volunteers and related personnel regarding the subject matter and practice of veterans law and discharge upgrade training. During the year, TVC trained 342 volunteer attorneys for cavc cases and 417 for discharge upgrade cases.
